Personal Audio IVR Line

I need a simple yet reliable system that gives me a local phone number I can dial whenever I’m on a three-way call with my husband. When I ring this number, a short spoken menu should greet me and let me say which item I want to hear—“one,” “two,” “three,” and so on—without touching the keypad. After the selected track finishes, the call must jump back to that same spoken menu so I can pick something else or hang up. On my end I’ll upload songs, voice notes, or full audiobooks and decide which keyword (“one,” “two,” etc.) triggers each file. A small web dashboard is ideal for managing those uploads, rearranging their order, and checking how much storage I have left. I’m calling through a normal local number, not a specialised prison service, so the platform just needs to work like any standard IVR that recognises spoken digits. To keep things straightforward, please: • Provide a working local number based in the United States. • Configure a voice-prompt menu that recognises the spoken digits “one,” “two,” “three,” etc. • Build a browser-based upload area where I can attach MP3 or WAV files and map them to those digits. • Make sure the call flows back to the menu after every playback without disconnecting. • Include clear step-by-step instructions so I can swap or add new audio myself. Twilio, Plivo, or a comparable programmable voice API is fine as long as costs stay predictable and the setup is future-proof. Once everything is live I’ll test it by calling in, speaking each number, and confirming that the right audio plays and the menu loops as expected. I'm basically trying to create a way for my husband to hear music that I create and make without me doing it through speakerphone, because it's really hard for him to hear certain songs that i'm creating through speakerphone, while we are on the phone together because he's in prison Edit-I really want this complete within the next few hours if anybody can Edit_ i don't care if I have to hit a button, or if it's voice controlled, it just needs to be a phone number that I can three-way call that I have uploaded music to.
